When hail or a door hits a panel, nothing is removed from your car. The steel or aluminum is pushed inward and stretched, and it holds that shape because the metal around it is locking it there. All the material you need is still sitting in the panel.
That is why the dent can be pushed back rather than filled in. A body shop fills the low spot with body filler and sprays new paint over the top, which adds material your car did not come with. Paintless dent repair moves the material that is already there back to where the factory put it.
A technician gets access behind the panel, through a door frame, a tail light opening, or an existing gap, and reaches the back of the dent with specialized steel rods. Working against the reflection of a light board on the paint, they push the low spot up in tiny increments, a fraction of a millimeter per pass, watching the reflection go straight.
